PROJECT SUMMARY
Effective use of ICT is becoming increasingly important to business – across the private, government and community sectors. An ever growing wealth of information is available through the internet and governments’ effort to reduce red tape for the community sector will rely upon the capability of community sector organizations to use the internet effectively. To position the sector for a successful future and ensure it can benefit from planned activity to streamline interactions with government, it is prudent to empower community sector organizations with skills, knowledge and ability to access and leverage the information, tools and resources available through the web and to use ICT effectively to strengthen their local community
The project will therefore form and strengthen a sustained network of community based organizations (CBOs) of local leadership in Budaka and Kibuku Districts in Eastern Uganda and build grassroots level capacity to tackle issues that are contributing to poor governance, low development, deteriorating law and order, poor service delivery through use of ICTs . This shall be realized through partnerships with the local governments, ICT experts and community networks.
The project strategy shall be a joint effort of Bukomolo Community Development Initiatives (BUCODI) a local CBO in Budaka District and Global Centre for Culture , Education and Strategic Affairs - Africa, with its head quarters in Ghana . it shall be underlying in all our implementation efforts; to encourage and promote active participation from all community members in the project districts without any form of discrimination. The pilot project is tentatively planned to commence in March 2017 and end in December 2018 subject to availability of resources.
By the end of 2018, the project aims to achieve the following:-
1. Facilitate and transform a sustained network of Community Based Organizations (CBOs) in the 2 districts of Budaka and Kibuku with ICT basic and specialized skills.
2. Establish local facilities and tools to build grassroots level capacity to tackle issues that are contributing to poor governance, slow development, deteriorating law and order, poor service delivery and violation of fundamental human rights through use of ICTs, partnerships and networks.
3. Support advocacy efforts at the grassroots level for pressing social issues that affect local community positive transformation in the 2 districts through use of ICTs.
4. Facilitate conditions for local community mobilization, monitoring, ownership and control of local resources through Social media.
5. Develop customized Information and Communication technology platforms, tools and methods for grassroots people to access information on government programs, budget allocations and monitor/report on the service delivery in their respective areas.
6. The project will be then be scaled to other districts of Uganda .
